Your 328, February 5, 1 p.m. The Austro-Hungarian Government has severed relations with the United States to-day, and Embassy at Vienna instructed by Department to turn over American interests in Austria-Hungary to Spanish Ambassador there. Also instructed to turn over British and Japanese interests to Spanish Ambassador in accordance with arrangements which are understood to have been made between governments concerned.
