My telegram of April 14, 4 p.m., is not to be taken as limiting assistance to amount mentioned in your telegram of February 6, 11 p.m.1 Reference to that and one other telegram was to indicate that offer is in response to Chinese request. The bill authorizing financial assistance to powers at war with our enemies passed House and Senate unanimously, but owing to some difference in provisions has been sent to conference.
