Your cipher telegram of March 18, 11 a.m. The Department is giving the request sympathetic consideration. You may assure the Minister for Foreign Affairs that there has been no change whatever in the attitude of this Government towards China and that it remains as expressed in Department telegrams of February 10, 4 p.m.,1 March 12, 3 p.m., and March 13, 6 p.m. It is assumed that you communicated to the Minister for Foreign Affairs the substance of these telegrams. The American Government retains a keen interest in China’s welfare and trusts no course will be taken which might endanger its safety.
