Department’s telegram December 1, 5 p.m. Arrangement applies wholly to commerce between France and Brazil. No provision for utilization of ships in North Atlantic. After France has fulfilled’ the condition of a total of 32 round-trip voyages annually between France and Brazil, the 30 vessels are at her untrammeled disposition.
Although France represented that her negotiations were conducted for the benefit of the Allies, they will only profit at her pleasure.
