Department’s circular instruction relating to proposed conference of American nations:2 In my interview with the President yesterday afternoon he said that while he had accepted the invitation it is not yet absolutely certain that Guatemala will take part in the proposed conference, but that should it be done, the Guatemalan representatives would take no action not in accordance with the wishes of the United States Government.
