Executive decree issued to-day,1 at once effective, withdraws neutrality decrees affecting France, Russia, Great Britain, Japan, Portugal, and Italy. The warships of those powers, therefore, will have the same privileges in Brazilian ports which our vessels have enjoyed since June 2.
