The Nicaraguan Chargé ( Cuadra Zavala) to the Secretary of State

Sir: I have the honor to communicate to your excellency that I have received cable instructions from the President of Nicaragua in which he directs me to inform you that last night the Congress of [Page 290] Nicaragua passed a resolution by the terms of which relations have now ceased between the Government of Nicaragua and the Imperial Government of Germany, and which also authorized the Executive of Nicaragua to offer to the Government of the United States, for the use of the present war, the ports and territorial waters of Nicaragua. It affords me personally much pleasure to perform this duty because it not only gives additional proof of the friendship of Nicaragua for the United States, but also because I am glad to see my Government thus aiding in the struggle for liberty and democracy which the United States is now so nobly conducting.
