The Secretary of State to the Minister in Guatemala ( Leavell)

Washington, April 21, 1917, 6 p.m.

Your April 10, 10 a.m., and April 19, 10 a.m.1 On April 18 the Guatemalan Minister was informed by the Department that the Government of the United States would give to Guatemala full support in whatever action she might take in the present conflict with Germany, it being clearly understood that President Estrada Cabrera had placed his services at the disposal of the United States.
