You are instructed discreetly to investigate and report by cable upon the activities of the Government of the Argentine Republic in [Page 241] regard to bringing about mediation by Latin-American powers, now that diplomatic relations have been broken off between the United States and Germany. Also report concerning the attitude of the Government to which you are accredited in this connection and how reports have been received in the country where you are located as to the activities of the Argentine Government.
