The Minister in Panama ( Price ) to the Secretary of State

There was introduced in the National Assembly this afternoon a bill authorizing Panaman President to adopt measures for cooperation [Page 234] with us in the event of war with Germany, and there was adopted unanimously a resolution expressing sympathy with the present position of our Government and stating that Panama can not remain indifferent in any international conflict in which the United States is engaged and will cooperate with it to the fullest extent. Panaman Minister at Washington will communicate full text.1
