Minister for Foreign Affairs this afternoon called to give me assurances of sympathy with action taken and expects to reply formally simultaneously with other governments Central America except Costa Rica. German influence strong on account of control of Amapalá and important investments. Am I authorized to guarantee protection of the Government of the United States in case of future aggression resulting from proposed action?
