(Mr. Rockhill reports a rapid reduction of the military forces of the powers in consequence of the acceptance by the Emperor of China of the amount of the indemnity at 450,000,000 taels and the rate of interest at 4 per cent. The German forces will be reduced to one brigade, and Count Waldersee has received orders to return immediately to Germany).
