(Mr. Hay, replying to Mr. RockhilPs telegram of the 22d instant, states that in view of his knowledge of all the circumstances he must use his discretion in regard to signing joint note. The President does not desire to delay action or to, risk a failure of the negotiations by giving more definite instructions, but Mr. Rockhill will keep in view and let it be understood by his colleagues that it is the earnest desire of the President that the effusion of blood should cease.)
