[Telegram.—Paraphrase.]

(Mr. Conger refers to Waldersee’s order as telegraphed on the 16th instant by Chaffee to the Secretary of War, and reports that he has this day informed his colleagues that, joint negotiations being in progress and military operations limited by terms of joint note to territory now occupied, he thinks no offensive operations should be undertaken by the forces of one or more of the signatory powers unless the Governments of all agree. He restated the position of the United States as not being committed to any further military operations, and stated that those now contemplated might jeopardize negotiations, threaten concert, and dfeturb harmony. His colleagues replied that the military is under direct control of the respective Governments.)
