(Mr. Conger reports that on September 25 an Imperial decree was issued acknowledging the responsibility of the Chinese Government for the recent troubles, the Emperor accepting his share. The decree deprives Princes Chuang, Tsai Lien, and Tsai Ying of all titles of nobility; removes Prince Tuan from office and turns him over to Imperial clan court for determination of punishment, and hands over Duke Lan, Ying Men, Kang Yi, and Chao Shu-Chiao to proper boards for further punishments. He is evidently feeling his way, but others must be included, and most severe and lasting punishment be insisted upon finally.)
