Sir: Referring to previous correspondence on the subject, I have the honor to communicate for your information that I am advised by [Page 693] the Acting Secretary of War that he is in receipt of a cabled message from Major-General Otis, at Manila, stating that 84 officers and 427 enlisted men, Spanish prisoners of war held by insurgents, also 8 wives and 14 children of officers, were shipped on the 15th to Barcelona.
