German Government strongly urges partition of Samoan Islands, the United States to retain Tutuila and adjacent islets, and England [Page 664] and Germany to divide the rest. The President is disposed to regard this proposition favorably if details can be satisfactorily arranged with due regard to the national interest and to the welfare of the inhabitants. Ascertain discreetly the views of Her Majesty’s secretary of state for foreign affairs.
