The undersigned, envoy extraordinary and minister plenipotentiary of
the United States of America, has the honor to inform your highness
and your excellencies that he is instructed by his Government to
protest against the proposed extension of the French settlement, or
any other, at Shanghai which will bring American-owned property
under the jurisdiction of any single foreign power.
