Sir: Referring to a letter of this date, inclosing a communication from the governor of the State of New York, together with copies of communications from the superintendent of insurance of the State of Missouri, I send you herewith copy of letter to this Department from superintendent of insurance of the State of New York, from which it [Page 449] appears that he has requested Mr. Poultney Bigelow to act as his representative with the proper officers of the Kingdom of Prussia in reference to the subject-matter of his letter.

Please do anything in your power to facilitate the objects of Mr. Bigelow’s mission, by giving him access to the proper Prussian officials or otherwise.
