Sir: The minister of foreign relations of Brazil, by cable of this date, directs me to communicate to your excellency that the diplomatic relations [Page 48] between Brazil and Portugal have been reestablished and assigns to me the agreeable duty of offering to the President of the United States the sincerest thanks of the Government of Brazil for the protection extended by the American minister at Lisbon to the Brazilian citizens resident in Portugal and its possessions during the suspension of the diplomatic relations between the two countries.
