If you are now offered inspection of evidence without restriction upon your communicating the knowledge thus gained and the conclusions thus formed to this Government, accept offer and report with as much particularity as possible, without prejudice, of course, to the right of the United States to inspect the evidence as originally asserted. Hope this inspection, if allowed, as well as opinion of Clunet, will be attended with little delay.
