Submit to French lawyer of first rank on whose impartiality you can rely Waller record inclosed in yours of June 27, and get full written opinion upon questions whether court was lawfully organized and had jurisdiction and whether trial and sentence and all the proceedings [Page 298] were or were not according to law; in other words, whether judgment and sentence were valid upon their face without reference to the other. Supplement with written views upon same questions of law, and forward as soon as possible.
