Sir: I append on the overleaf a copy of Mr. Uhl’s telegram of the 3d instant, in relation to the case of John L. Waller.

Subsequently, John M. Laugston and Paul Bray called at the Department and reported that they had been advised that Mr. Waller was ill in prison. If this information is correct, it furnishes, in the Department’s judgment, an additional and cogent reason why you should be permitted to visit and converse with him.
