Sir: I have received your No. 2379, of the 1st ultimo, inclosing copy of a telegram to you from the Kutien commissioners, complaining that their proceedings are impeded by Chinese officials, and of your note [Page 171] to the Tsung-li Yamên asking the issuance of stringent orders to the viceroy to facilitate in every way the labors of the commission.

This action on your part is approved as being in the line of the Department’s instructions. Responsibility in high places must not be ignored.
