Sir: I have the honor to inform you that
reports have reached me that there is danger of antiforeign riots in
Shansi.
I have accordingly addressed to the Tsung-li Yemên a communication asking
that stringent measures be taken to prevent disorder, of which a copy is
inclosed.

Your Highnesses and Your Excellencies: I
have the honor to inform you that in and around Taiku, in the
province of Shansi, great hostility against foreigners is being
developed and riots are to be apprehended.
By means of the sale of pictures and by organized misrepresentation
the people are being falsely instructed that all the foreign powers
were engaged in war against China, and they are incited to acts of
violence for the sake of revenge. Unless you take immediate and
stringent repressive and precautionary measures other terrible riots
may ensue.

I urgently call
upon you to issue orders to the local authorities to post up
proclamations denying the truth of the publications which are now
circulated in Shansi, denouncing violence and insuring protection to
the foreigners.
