Sir: I have received your report in regard to the situation at Blue-fields of May 2.

The matter is under careful consideration, and in due time you will be fully instructed. Meanwhile you should take care to say nothing tending to disparage Nicaragua’s rightful claim to paramount sovereignty or to encourage pretentions to autonomous rights inconsistent therewith.
