Sir: Referring to your note of the 2d April last, and to the payment of the first installment of the Wheelock indemnity (of $6,000) on the 3d July last, I have the honor to state that, so far as this Department’s [Page 937] records are concerned, it does not appear that the second half of the indemnity, due October 3, has been received.
Presuming that some accident has retarded the payment, I take occasion to suggest that, in case the next payment is to be made, as the first was, at 60 days’ sight, the sixty days should not commence to run at a date later than the 3d instant.
