Sir: I have to acknowledge the receipt of your No. 206 in further reference to the murder of Owen Young, a citizen of the United States, and to approve the tenor of your note of February 6 last to the minister [Page 597] of foreign affairs, touching the inadequacy of the measures theretofore taken for the apprehension of the assassin, a soldier in the Peruvian army. The non-examination of those known to have witnessed the murder is hardly consistent with the statement that due diligence has been exercised. * * *
