Sir: The dispatch of Mr. Comanos, numbered 340, of the 8th of October last, respecting the proposed decree for insuring the validity of the mortgage of certain lauds to the Messrs, Rothschild, has been received. In reply to his request for instructions, I have to inform you that a telegram upon the subject was sent on the 11th of October last, the text of .which is as follows:
