Sir: There is good authority for stating that telegraphic dispatches were sent by the ministry of foreign affairs on the 20th instant to the Ottoman ministers at Washington, Stockholm, and Brussels to notify them that those legations were discontinued.

These measures have been dictated by the necessities of the treasury.
