Sir: I have to acknowledge the receipt of your No. 67, transmitting the result of your presentation to His Majesty’s Government of the considerations contained in the circular instruction of August last, touching the prevention of an emigration to this country from foreign parts of persons intending to join the Mormon community in Utah, and in reply to request that you will express to His Majesty’s Government the appreciation of the Government of the United States of the action taken by it in the direction referred to.
