Sir: On the 11th instant I received a call from the Austro-Hungarian minister in Washington, during which he stated that his government had instructed its representatives in the Morocco conference at Madrid to endeavor to secure religious liberty and complete religious toleration for all classes in Morocco, in accordance with the proposition of the Berlin conference. I at once telegraphed you as follows: “Support the Austrian proposition before conference to secure religious toleration in Morocco.”
