Sir: I have the honor to acknowledge the receipt of
your telegram of the 5th instant in reference to the recent attempt upon the
Emperor’s life, and to inclose a copy of a note I wrote to Prince
Gortchakoff, in accordance with your instructions, and a copy of Mr. de
Giers’ note, with a translation of the same, in reply.
Your telegram will be found embodied in ray note.

Prince: I have the honor to inform your
excellency that having telegraphed to Mr. Evarts the news of the attempt
upon His Majesty the Emperor’s life, on the evening of November 20
(December 2), I am now in receipt of his reply.
Mr. Evarts instructs me to say to your excellency that the President
sends to the Emperor the congratulations of the Government and the
people of the United States upon his providential protection against
imminent peril.
I beg to add my own congratulations to those of my government upon His
Majesty’s escape from the infamous plot against his life.

Sir: The letter in which you transmitted to the
chancellor the congratulations of the President of the Republic of the
United States on the occasion of the attempt of the 20th November, and
on the providential manner in which His Majesty the Emperor escaped, has
been submitted to His Imperial Majesty.
His Majesty the Emperor requests you to convey to the President his
sincere thanks for the sentiments of sympathy and the good wishes which
he expresses in his own name and in that of the people of the United
States. He thanks you also for the congratulations you added on your own
part.
