Sir: I have the honor to inform you, in reference
to your 167, that I addressed a note to Mr. Braamcamp on the 17th instant,
expressing the feelings of the Secretary of the Navy on hearing of the great
respect observed by the civil, military, and naval authorities at Porto
Grande in making the transfer of the remains of the dead from the old to the
new American naval cemetery at that place; and at the same time I expressed
to the Government of Portugal, as instructed, the thanks of the United
States Government to that of the King for its courtesy and action in
constructing the new cemetery and causing the respectful transfer to it of
the remains of the American officers and seamen who were interred in the old
one. I inclose a copy of the above-described note for the information of the
Department.

Monsieur le Ministre: In connection with the
note which I had the honor to address to your excellency on the 12th
instant, informing you that I had reported the final transfer of the
dead from the old to the new American cemetery at Porto Grande, Cape
Verde Islands, to my government, as well as the respectful participation
of the civil, military, and naval authorities of Portugal in the
solemnities of the occasion, I have now the honor to state that my
report was duly communicated by the Department of State to the Secretary
of the Navy, and I am instructed to say to your excellency that the
satisfaction felt by my government in the action of the Portuguese
officials on the

occasion
referred to can receive no stronger expression than is given in 1he
words of the Secretary of the Navy, who remarks as follows: “The great
respect observed by the civil, military, and naval authorities of
Portugal in making the transfers, is but characteristic of the nation of
which they are representatives, and is warmly appreciated by the Navy
Department.”
In conclusion, I am instructed to express to the Government of Portugal
the extreme satisfaction of my government in learning the marked
courtesies extended by the local authorities of St. Vincent in
connection with the removal of the remains from the old to the new
cemetery, and to thank the Government of His Most Faithful Majesty for
its action, in the name of the Government of the United States, a duty
which I now most cheerfully perform.
Renewing the assurance of my highest consideration, I have, &c.,
