Sir: Your dispatch No. 353, transmitting a copy of the circular of the Moorish minister of foreign affairs relative to the Sultan’s desire that Moorish subjects naturalized in foreign countries shall become amenable to Moorish jurisdiction, has been received, and I take pleasure in informing you that your action thereunder, based upon the treaty of September 16, 1836, between the governments of the United States of America and Morocco, meets with entire approval.
