Sir: During the suspension of diplomatic relations between Mexico and Belgium, it has been the practice of this legation and the consulate in Mexico, when proper occasion required, to extend their good offices to Belgian residents in this country.

These relations having been recently restored, the Belgian minister plenipotentiary near this government has sent me a note, of which I inclose a translation, expressing to our government the gratitude of His Majesty’s government for these services.

Belgian Legation,
Mexico, February 29, 1880.

Mr. Minister: In reply to a letter by which I reported to Brussels that I had entered upon my duties, the minister of foreign affairs has instructed me to express officially, through your excellency, to the Government of the United States the gratitude of the King’s government for the protection extended to the Belgian subjects during the interruption of diplomatic relations between Belgium and Mexico.

In acquitting myself of this agreeable duty, I avail myself, &c.
