Sir: Referring to your No. 58, received last night, I have the honor to report that, after further verbal discussion and some importunity, I have a promise that all future cases analogous to that of Patrick Quinn shall be disposed of in the same way with that, upon simple application direct to the Hawaiian minister of finance. Accordingly I have called his attention to twelve cases in which American citizens have been illegally compelled to pay taxes for which thev were not liable.
