Sir: I have the honor to acknowledge the receipt of your note dated yesterday, inclosing two printed copies of Genera! Order No. 253, on the subject of the revised international regulations for the prevention of collisions at sea, as issued by the Navy Department.

With respect to the manner in which the Treasury Department has acted in the matter, according to the information with which you have been good enough to furnish me, I feel sure Her Majesty’s Government will, on my bringing it to their notice, be much gratified at the attention paid to their wishes, as expressed to you in my note of the 24th ultimo, and the endeavors shown by the Treasury Department to harmonize matters so far as they possibly can do so consistently with the provisions of section 4233 of the Revised Statutes.
