Mr. Hay to Mr. Outrey.

Sir: Referring to your note of the 20th of June last, communicating the invitation of the minister of war of France to this Government to designate officers of its Army to witness certain maneuvers, on a large scale, of the French troops which are to take place this autumn, and referring also to the reply of the 30th of June last of this Department to your note, I now have the honor to inform you that the Secretary of War, in pursuance of the kind invitation of your government, has detailed Maj. A. P. Morrow, of the Ninth Cavalry, First Lieut. William H. Bixby, of the Engineer Corps, and First Lieut. Rogers Birnie, jr., of the Ordnance Department, to witness the maneuvers in question.
