Sir: The newspapers have published a story that the Duke of Hesse Darmstadt, on celebrating the twenty-fifth anniversary of his reign, had [Page 297] pardoned two criminals on condition of their emigrating to America. After the correspondence that has passed between the Darmstadt government and the legation at Berlin, I could not believe it; but I thought proper to bring it to the notice of the Grand Duke’s ministry. I have received a reply authorizing me officially to deny the truth of the allegation.
