Sir: The newspapers have published a story that the Duke of Hesse Darmstadt, on celebrating the twenty-fifth anniversary of his reign, had pardoned two criminals on condition of their emigrating to America. After the correspondence that has passed between the Darmstadt government and the legation at Berlin, I could not believe it; but I thought proper to bring it to the notice of the Grand Duke’s ministry. I have received a reply authorizing me officially to deny the truth of the allegation.
