Sir: The following is the text of a telegram, sent partly in cipher, from this legation yesterday:
Hamilton Fish, [Recommandée.
Secretary of State, Washington:
May I propose, as a modification of Spanish bases, that arbitrators shall bear all claims hot before adjudged by a competent tribunal conformably to seventh article of treaty of ninety-five? Duplicate answer by French cable.
