Sir: Your despatch of the 7th instant, No. 74, has been received. Your execution of my instruction No. 52, proposing mediation on the part of the United States for the arrangement of the pending difficulties between Spain and the allied South American States, is entirely satisfactory. We have as yet heard nothing from the other belligerents, but their reply when received will be promptly communicated to you.
