Sir: I have to acknowledge the receipt of your despatch of the 29th of March last, No. 133, enclosing a memorandum drawn by Mr. Hart, illustrating the [Page 507] liberality of the Chinese authorities in appropriations for the erection of lighthouses. This gratifying communication will be submitted to the honorable the Secretary of the Treasury, whose views on the subject will be sought and communicated to you.
