Sir: I enclose a copy of a communication of the 8th of December, addressed to the President by Kathleen M. Meany, in behalf of her father, who appears [Page 45] to have been arrested in Liverpool, probably on the ground of alleged complicity in recent political disturbances in Great Britain. I will thank you to take such steps in the matter as in your judgment may seem proper.
