Sir: Your despatch of the 30th of August, without number (No. 117,) has been received.

The President is gratified to learn that Assistant Secretary Fox has performed his work in so acceptable a manner with regard to the special mission with which he was intrusted near the person of the Emperor of Russia. When full details of that transaction shall have been received here, I shall have occasion to advert to the subject again.
