Sir: I have the honor to acknowledge the receipt of your communication of the 28th of July, in reply to my note to you of the 12th of the same month, upon the subject of the arrest within the United States of John Chapell, a deserter [Page 253] from the Canadian gunboat Michigan, and to inform you that your explanation of the matter is very gratifying and entirely satisfactory to this government.
