Mr. Seward to Mr. Adams

Sir. Your despatch of the 26th of January, No. 865, has been received. I thank you for the very careful survey it presents of British national sentiment [Page 164] in regard to our civil war, and for your judicious suggestions touching the con-duct of our affairs in the present crisis. Judging from recent indications, the desire for separation in the south is not now intense enough to induce a resort to the measure of universal emancipation.
