Sir: I have to acknowledge the receipt of your despatch of the 27th of October, which is accompanied by a copy of a note addressed by you to Earl Russell [Page 656] on the 21st of that month, presen ting, in conformity with instructions received from this department, the views of this government in regard to the depredations committed by the Shenandoah, and, at the same time, acquainting his lordship that proper preparation is expected from the government of her Britannic Majesty by your own; a copy of Earl Russell’s ‘note in acknowledgment of yours is also transmitted.

Your proceedings as thus presented are entitled to special commendation, and are fully approved by this department.
