Mr. Seward to Mr. Adams
Sir: Referring to instructions Nos. 1854 and 1473, I now communicate to you, in order that you may be fully in possession of the correspondence on the subject, a copy of a note of the 20th of June, from Sir Frederick Bruce, and of my reply of the 1st instant, in relation to the construction to be placed upon a passage in Earl Russell’s despatch of the 2d of Jane, concerning the twenty-four hours’ rule.
