Sir: I have to acknowledge the receipt of your despatch of the 11th instant, No. 951, transmitting a copy of note received by you from Earl Russell in reply to your communication to his lordship, relative to a rumor based upon a despatch from our consulat Nassau, to the effect that vessels hitherto engaged in blockade running were about to proceed to Havana to be fitted out as privateers, and imulating a flag of the United States to depredate upon British commerce.
